What causes this condition in pigeons?

During a day out today I saw a little pigeon with a foot that was really sore and lumpy, bulbous with his toes sticking out the bottom, and he was limping on it badly. It looked really painful and I felt so sorry for him. What causes this Ive seen it so often and why does no one help?
