The boiler has no timer delay on the CH and it only takes 45 secs for the flow temperature from the boiler to reach the boiler thermostat temperature. It is the boiler thermostat that controls the temperature of the water in the rads, the room thermostat measures air temperature and tells the boiler whether the radiators need to be heated at all.
