Why does Obama's birth certificate say that it serves as prima facie evidence of the of birth in any court?

Actually if you search any of the court cases and look at arguements used by obama, his CLB is not in there. He has not used that piece of paper in any court case. Seems if it was so legal, that would be the first thing I would send.
